Auto-Enrollment in Offering from Interest List

LMS service is currently looking for Offerings with open Seats available within 15 - 90 day window from date of added interest. This is a global setting inherited from FCA.

Proposed Enhancement: Split offering availability setting to different windows for each ILT modality.
1. Virtual Classroom -- Webinar based training can be easily/quickly rescheduled. Create window 7 - 45 days.
2. Classroom -- Training held in person at a physical facility may require travel, expenses, and other considerations when auto-enrolling students. Retain legacy FCA logic to meet these needs with 15 - 90 day window.
