Add Ordinals to Skill Area Configuration

1. Add/Edit Skill Area – Add “Ordinal” field that allows for configuration of matrices on Skills and Team Skills page. Skill Area rows will be displayed according to their defined Ordinal, lowest to highest.
2. Search Skill Area Results – Add “Ordinal” column to results table. Results should be sorted by the new Ordinal values, lowest to highest.
