Enhance the Search Instructor page as follows:
1. Rename page to Instructors
2. Add +Instructor button to top right corner. This should only display for users that have access to Add Instructor page
3. Remove text from below page title
4. Rename Search to Filter
5. Rename Search button to Apply Filter
