Enhance User Search page with updated site text

Overview

Enhance the User Search page as follows:

1. Rename from Search Users to Users
2. Rename Advanced Search to Filter
3. Rename Search button to Apply Filter
4. Remove text under page name
5. Add +User button to top right corner that links to Add User page. This should only be displayed for users that have access to the Add User page.
