Certifications: these are particularly difficult to set up. The reason is that you have to know about Programs, Program Configuration, generic rules and primary rules before you even try to define the certification itself. Whatever could be done to help someone walk through the process of setting these up would be a great help to an administrator. Even just knowing the sequence of tasks at the start would be a great help.

Could these certifications have a due date driven by courses within? Not all courses expire on the same day therefor the certification due date would be dynamic.
