It's been my experience that a blended approach is most effective.
E-learning is great to introduce a learner to a subject and help them develop a good baseline understanding of the subject matter. Instructor-led learning is most effective when learners have a baseline understanding of the subject and the human touch is need to help them developer a higher level of understanding.
I've seen many clients successfully migrate traditional classroom courses to a blended approach and increase learner comprehension while decreasing training costs.
The general approach they've used is to migrate about half to two-thirds of the classroom content to e-learning courses with assessments. Once the learner completes the e-learning courses and passes the associated exams, they can then attend the instructor-led classes. The instructor-led classes tend to be much more engaging than before because all the learners come to the class with a strong baseline understanding of the material.
The result is increased learner comprehension (and performance) at a lower total cost of training.
